Apparently, instead of asking to set permissions to 0666, there is a notation on an update in trac that indicates the permissions should be set to 0777. I also found the solution to the log file issue. Once I changed it back to *, that problem worked itself out. The lines/line problem on my system was tied to the virtual hosts declaration in my apache configuration.
